优化崇明岛水闸安全运行措施分析

Analysis on Optimizing Safe Operation of Chongming Island Sluice

定期水闸安全鉴定是做好水闸维修养护、除险加固、安全管理的基础性工作。根据《上海市水闸安全鉴定工作管理办法》《上海市水闸安全鉴定专项规划(2013-2020年)》,近3年崇明本岛18座水闸完成了安全检测的鉴定工作。其中6座鉴定为四类闸,1座鉴定为三类闸,11座鉴定为二类闸。《办法》规定,四类闸或降低标准使用或拆除重建,三类闸需除险加固。本文根据水闸安全鉴定结论,综合分析问题原因,提出具体的水闸安全运行的措施建议,以更好地发挥水闸排涝调水的综合效益。

Evaluation of the safety of the sluice regularly is the basic task for the maintaining,dangerous removing and reinforcement and safety management. According to the ＂Shanghai Sluice Safety Assessment Management Measures＂and ＂Shanghai Sluice safety special appraisal plan（2013-2020）＂,in recent three years, there were 18 sluices in Chongming have finished the safety assessment. Among these sluices, six were in the forth class, one wad in the third class and the others were in the second class. According to the regulation of ＂Shanghai Sluice Safety Assessment Management Measures＂,the sluice of the forth class can be used with less function or to be rebuilt. The sluice of the third class should be fixed and stabilized. According to the result of the safety assessment and after the analysis of the reason of the problem comprehensively, in this paper, we raise some specific suggestions about the safe management of the sluice and how to use the function of draining water better.
