论世界贸易与投资组织的构建

On the Establishment of World Investment and Trade Organization

WTO成立二十年来取得了很大成就,但是在推动新回合谈判,特别是在国际贸易新领域制定新规则方面却举步维艰。全球化的快速发展,要求WTO提升贸易规则水平,同时致力于统一投资规则。在此方面,TPP规则以其先进性和代表性提供了有益的借鉴。WTO成员可以考虑以TPP文本为基础,制定贸易和投资规则融合的规则体系,并进而将WTO升级为"世界贸易与投资组织",而在此过程中,中国可以发挥更加积极的作用。

Great achievements have been made by the WTO in its first twenty years, while challenges also emerge, especially the standstill of the new round negotiations, leaving emerging issues in international trade unaddressed.Elevation of trade rules and unification of investment rules have become urgent in the era of globalization, and the text of TPP has provided a perfect example of the elevation and unification. It is time for WTO members to consider a convergence of trade and investment rules, based on the text of TPP, and even a new organization, i.e., World Investment and Trade Organization. In this aspect, China may play a more important role.
