特大城市集成治理创新研究

A Study on Innovation of Megacity Integrated Governance

特大城市集成治理是在集成管理理论指导下,以问题为导向、以系统内部集成为主,综合运用系统论、整体论、管理论的技术和方法,针对特大城市特点的跨部门的资源整合与综合利用,通过多要素的集成创新在耦合匹配中实现城市治理绩效的倍增效应。从特大城市的治理现状来看,城市治理出现了发展与治理的矛盾,并由此带来了治理价值导向的弱化倾向以及行政权力与社会权力治理边界问题,使得城市发展面临诸多潜在的社会风险。对此,需要从目标集成、多元集成、技术集成和资源集成等方面回应上述困境,以集成治理创新来推动城市治理体系与治理能力现代化。

Integrated metropolitan governance is a kind of action which are under the guidance of integrated governance theory,and are equipped with characteristics of problem-oriented and system-based integration.In the integrated metropolitan governance,system theory,holistic theory,management theory and methods which are come from those theory are used to improve the effect of urban governance multiplier effect by the innovation of multi-factor integration which are point towards the procedure of metropolitan cross-sector and cross-business resources integration and comprehensive utilization.From the current situation of metropolitan management,there appears the contradiction betw een development and governance in urban governance,which leads to the tendency of weakening the value orientation of governance and the border ambiguity between administrative pow er and social power governance,as well as the urban civilization and the rule of law contradictions and other governance difficulties,those problems may making the city faces many potential social risks.To this end,we need to respond to the above dilemmas from the aspects of target integration,multiple integration,technology integration and resource integration,and to promote the urban governance system and the modernization of governance capacity by the innovation of integrated governance.
