基于GBCP和谐三角管理模型的政府数据开放与利用研究

摘要 政府是数据资源的最大拥有者,加快政府数据开放,促进数据资源的开放共享与开发利用,是当前政府信息化建设面临的一项重要任务。本文从多元主体互动的组织管理视角分析了政府数据资源开放与利用的困境,并在已有的研究基础上构建了GBCP和谐三角管理模型,分析政府数据资源开放与利用的可行路径,以期更好的推动当下我国政府开放数据的发展。
