台湾应用型高等教育的市场机制构建及其启示

The Construction and Enlightenment of the Market Mechanism of Applied Higher Education in Taiwan

随着中国大陆地区社会的发展和高校的扩招,高等教育日益呈现平民化和大众化的发展趋势。目前大陆高等教育定位模糊、特色不明,存在大而不强、缺乏核心竞争力、人才培养与社会需求脱节等问题。与大陆教育体制背景类似的台湾地区,其应用型高等教育的发展水平却明显领先于大陆,而台湾高等教育向应用方向的成功转型离不开其市场作用机制的良好构建。因此,文章从应用型高等教育市场作用机制的构建角度梳理台湾高等教育转型发展的成功经验,从而为大陆地区当前尚处于探索阶段的高教转型实践提出相应的政策建议。

With the development of the society in the mainland of China and the expansion of colleges and universities,the higher education is becoming more and more popular. At present,the orientation of higher education in the mainland is indistinct and its school-running characteristics are unclear. There are many problems such as being large but not strong,lacking core competitiveness,and the disjointing of talent training and social needs. The background of the education system in Taiwan is similar to that of mainland,but the development level of applied higher education in Taiwan is obviously ahead of that of the mainland. The successful transformation of Taiwan ＇s higher education to the direction of application cannot be separated from the good construction of its market mechanism. Therefore,the article sorts out the successful experiences of the transformation and development of Taiwan＇s higher education from the perspective of the construction of the market function mechanism of the application-oriented higher education,and thus proposes corresponding policy recommendations for the transformation practice of the higher education in the mainland,which is still in an exploratory stage.
