New Political Meritocracy:The Supportive Variables of China's National Governance Strategy

新贤能政治是将传统贤能政治的内在优势与现代政治文明建设成就充分融合的制度产物,是中国发展经验的重要体现。将新贤能政治的制度优势与我国现阶段治国理政总体方略,即"四个全面"战略布局的政治动能有机结合,可以有效推进和最终实现国家治理现代化的改革目标。文章论证了新贤能政治在人才、组织和战略三个层面对"四个全面"战略布局的支撑性作用,认为新贤能政治根植于中国当下基本社会政治文化,并能够在民主法治的沃土中成为撬动国家经济社会发展、助理治党治国目标的实现,成长为中国现代化治国理政的独特经验。

New Political Meritocracy is system product which can integrate the advantages of traditional Political Meritocracy with the achievements of modern political civilization.It is an important manifestation of China＇s development experiences.It is necessary to effectively promote and finally realize the reform goals of modernization of governance by combining the advantages of the political system with the political power of the four-pronged comprehensive strategy layout and the overall strategy of governing the country at present.This article demonstrates the supportive role of the Political Meritocracy in the three levels of talent,organization and strategy.This article believes that the political meritocracy can be rooted in the basic social and political culture in China and become the fertile ground of democracy and rule of law.It can leverage the national economic and social development,achieve the goal of party building and state governance,grow up to be the unique experience of modernizing the governance of a state in China.
