论我国体育竞赛表演业政策的阶段划分、变化特征及其走向

Discussion on Stage Division, Changing Characteristics and Developing Trend of Policy of Sports Competitive Performance Industry in China

以政策生命周期为切入点,就改革开放以来我国体育竞赛表演业政策的历史发展阶段、政策变化的周期性特征以及未来政策走向进行分析。研究表明,体育竞赛表演业的政策生命周期分为萌芽阶段、初效阶段、全效阶段三个阶段;政策生命周期与国家发展战略的一致性、政策生命周期核心主题的连续性、政策生命周期跨度的阶段性是我国体育竞赛表演业政策的变化特征;未来我国体育竞赛表演业政策的三大走向为:政策制定的科学性、政策行为的阶段性、政策继承的时效性。

Taking the policy life cycle as the starting point, the historical development stage, periodic feature of policy change and developing trend in the future of policy of sports competitive performance industry in China since the reform and opening-up are analyzed. The research shows that the policy life cycle includes three stages of germination stage, initial effect stage and full-effect stage; consistency between policy life cycle and national development strategy, continuity of core theme of policy life cycle, periodicity of policy life cycle span are main characteristics; in the future, the developing trends are the scientifcity of policy formulation, the periodicity of policy action and the timeliness of policy inheritance.
