我国校园足球政策执行推进策略研究

Study on Promoting Strategy of Implementation of Campus Football Policy in China

运用文献资料等方法探讨我国校园足球政策执行推进困难的根本原因,提出行之有效的策略。研究认为:观念是校园足球政策执行的必要非充分条件,是基于政策执行者自身利益权衡的选择,而通过制度能协调各群体利益需求,从而提升政策执行力度。建议:应加强意识与政策的统一,注重校园足球正式教育制度的完善与创新,如推动考试制度改革、推行激励机制等;加强非正式教育制度的培育,如提升校园足球社会认可度、培育文化氛围等,以此提升校园足球政策的执行效率,促进校园足球可持续发展。

This paper discusses the primary causes of difculty of carrying out the policy of campus football in China by using the methods of literature review and so on, and puts forward some effective strategies. The study suggests that concept is the necessary and insufficient condition for the implementation of campus football policy which based on the choice of policy executor＇s own interest balance; it should coordinate the interest needs of all groups by system so as to enhance the policy enforcement. Suggestions： strengthen the unity of consciousness and policy, pay attention to the perfection and innovation of formal education system of campus football, such as promoting the reform of examination system and the incentive mechanism and so on; strengthen the cultivation of informal education system, such as enhancing the social acceptance of campus football and fostering cultural atmosphere, in order to improve the implementation of campus football policy efciency and promote sustainable development of campus football.
