“一带一路”倡议视域下的危机管控与东北亚安全合作机制的构建

中国的"一带一路"倡议与构建"人类命运共同体"理念之间存在着逻辑严谨的内在关联性,并为全球层面贡献具有深远意义的公共产品与价值观念。在东北亚地区"一带一路"倡议的深入推进面临着地缘政治博弈日趋激烈、领土领海争端持续升温、国家权益冲突潜滋暗长、心理认知焦虑难以消弭等危机和挑战,如何规避和化解危机,关键在于具有战略性地规划和管控中美日、中美印、中美俄、中韩朝等三边关系的健康发展,从而为"一带一路"倡议的稳步推进营造良好的安全保障环境。"一带一路"倡议旨在借助有效的区域合作平台,依托中国与有关国家既有的双边与多边安全合作机制,实现路径创新和体制机制创新,通过构建东北亚安全合作机制,为顺利推进"一带一路"倡议打造可持续发展的安全屏障。

There is an intrinsic relationship between Chinese Belt and Road Initiative and the construction of Community of Common Destiny of Human,which provides public products and values significant for the international community.With the deepening of Belt and Road initiative,the geopolitical game is becoming increasingly fierce,the dispute over territorial and territorial waters continues to heat up,the conflict of national rights and interests becomes more and more insidious,the psychological cognitive anxiety is difficult to eliminate and other crises and challenges,the key of avoiding and resolving the crisis lies in strategically planning and controlling the healthy development of Sino-US-Japan,Sino-US-India,Sino-US-Russia,and Sino-ROK-DPRK trilateral relations,thus providing security protection and policy support for the steady progress of Belt and Road initiative.The Belt and Road initiative aims to build on the existing bilateral and multilateral security cooperation mechanisms between China and relevant countries,and with the help of an effective regional cooperation platform,to achieve path innovation and build a security cooperation mechanism in Northeast Asia.It will create a security barrier for sustainable development for the smooth promotion of Belt and Road initiative.
