为有效解决船舶拆解作业过程中海事监管存在的现实难题,结合舟山海事局严格按照法律法规授权做好拆船监管工作的实际做法,船舶拆解海事监管应在管辖权分工、拆船厂防治污染设备和器材配备标准、船舶拆解监管事前事后程序及监管标准、简政放权等方面进一步调整完善,设计出一套既满足未来国际拆船公约要求又符合我国拆船行业诉求的监管机制。

In order to effectively solve the existing problems of maritime supervision in the process of ship dismantling, and in accordance with the actual practice of the maritime affairs bureau of zhoushan in strict accordance with the laws and regulations, this paper analyzes the problems of maritime supervision in all aspects of the ship recycling operation and puts forward the countermeasures： it is necessary to further adjust and improve such aspects as the division of jurisdiction, the demolition of shipyard＇s prevention and control of pollution equipment and equipment, the pre-procedure and regulatory standards, and the administration and decentralization, and design a regulatory mechanism that meets the requirements of the future international ship recycling convention and the demands of China＇s ship recycling industry.
