A New Exploration to Relocating the Poor:“Seven Relocations”

在脱贫攻坚中易地扶贫搬迁已经成为了一种常见的做法。为了较好地实现易地扶贫搬迁,黔西南州针对扶贫搬迁中的"四难"问题(即难搬出、难稳住、难发展、难融入),采取了"七个搬出"工作方案,即"搬出渴望、搬出文化、搬出产业、搬出尊严、搬出动力、搬出秩序",充分地发挥人民群众主体性地位和作用,紧紧抓住搬心、搬神、搬产、搬家四个重点环节,并把"搬出文化"作为易地扶贫搬迁的核心渗透于整个工作体系,试图从根本上解决居住石漠化山区贫困人口的生存发展问题。

Relocating the poor is a common way to shake off the poverty. In order to better implement the project in Qianxinan prefecture,＂seven relocations＂： relocation aspiration,relocation culture,relocation industry,relocation esteem,relocation motivation,relocation order,is proposed to solve the four difficulties of relocating the poor which are difficulty in relocation,difficulty in stability,difficulty in development and difficulty in adaptation. In the process of relocating the poor,the government should fully carry out the subjectivity of the masses and considers their real needs in heart,their feelings,their possessions,and their houses. ＂Relocation culture＂should penetrate into the whole process of relocating the poor for the sake of solving the survival and development of the poor people living in rocky desertification region.
