民族地区政府精准扶贫与村民自主创业——广东连南县连水村的经验与思考

The Targeted Poverty Alleviation Policy and the Villagers' Self-Employment——Experience and Reflection on Poverty Alleviation in Lianshui Village,Liannan County of Guangdong Province

推动民族地区精准扶贫工作是新常态下国家扶贫开发的重要战略,是推进扶贫工作提质增效的重大举措。文章通过对广东省连水村创业扶贫的案例分析发现,为突破之前扶贫开发的瓶颈,政府精准扶贫还应重视村民内在脱贫致富的动力,激发村民自主创业,促使其有更好的生存和发展空间,进而开创一个政府与村民共赢的双向互动模式。这种扶贫模式或许能为其他民族地区的脱贫工作提供一个可资借鉴的参考。

Promoting the targeted poverty alleviation work in minority areas is an important strategy for the development of poverty alleviation under the New Normal and it＇s a major measure to promote the quality and efficiency of poverty alleviation work. By analyzing the case of Lianshui village of Liannan county,it infers that to break through the plight of poverty alleviation,targeted poverty alleviation also should pay attention to the villagers＇ inner power for getting rich and stimulate the villagers＇ self-employment,which could give them a better survival and development space so as to create a double-way interaction,namely win-win model between the government and villagers. This model of poverty alleviation could become a mirror for the poverty alleviation work in other minority areas.
