中国环境污染的区域差异与减排路径 被引量:15

School Adjustment of the Migrant Children Being Left-Behind in the Context of In-Situ Urbanization

摘要 采用基于“因子分析”的改进拉开档次法与泰尔指数进行环境污染再评价与区域差异研究,并基于联立方程回归进行环保政策的情景分析,以考察适合中国环境污染减排的一般路径及差异化路径。研究表明:从全国总体来看,2001-2015年中国污染排放总体呈波动上升趋势,提高环保投资、加强环境规制及增加外商直接投资均不能改善环境污染状况,降低环境资源消耗政策能够有效地减少环境污染,但是会一定程度阻碍经济增长,基于此提出中国环境污染减排的一般路径;中国环境污染状况北部、中部地区严重,西北与东南地区较轻,黄河中游最严重,环境污染表现出区域性差异,基于此提出中国环境污染减排的差异化路径。 With the advancement of the new urbanization strategy, an increasing number of migrant children follow their parents into the nearby town, living and learning there, but the economic development in counties is still weak, part of the "migrant children" parents go out again to big cities, leaving their children in those counties. Those migrant children are so called "the migrant children being left behind." They are new situations in the process of urbanization, proper handling and timely attention to those relevant issues, not only contrib utes to the sustainable livelihood of migrant workersr families, but also has a positive effect on the progress of the new urbanization strategy. Based on the survey of children's data in N County and C county of H city in Shaanxi province in 2016, this paper systematically analyzes the situation and adaptation of the migrant children being left behind in the school. The study found that, compared with other children at the same age, the flow of children left behind in all aspects of school situation show weakness, especially for the children who are in boarding schools, which suggests that their school situations need to be changed.
