上海自贸试验区与科创中心建设已进入新一轮加快推进的关键阶段。上海要围绕"一条主线",突出"三个注重",找准自贸试验区与科创中心联动的切入点,进一步激发和释放整体协同效应。围绕"一条主线",就是以自贸试验区制度创新服务全球科创中心建设。突出"三个注重",就是注重制度引领,构建符合国际惯例的科技创新体制机制;注重问题导向,打破自贸试验区服务科技创新的突出瓶颈和障碍;注重实际成效,确保改革措施取得应有效果。

At present,the construction of Shanghai Pilot Free Trade Zone and science and technology innovation center has entered a crucial stage of a new round of accelerating progress.We must focus on the＂one main line,＂highlight the＂three focuses,＂and identify the entry points for linkages between the Pilot Free Trade Zone and the science and technology innovation center to further stimulate and release the overall synergistic effect.Focusing on the＂one main line＂is to innovate the system of the free trade zone to serve the global science and technology innovation center.The ＂three emphases＂involves focusing on institutional guidance and building a scientific and technological innovation system in line with international practice;focusing on problem orientation to break the prominent bottlenecks and obstacles when the Pilot Free Trade Zone provide serves to the science and technology innovation center;focusing on actual results,and ensuring reform measures are truly achieved.
