基于DEA交叉效率模型的资源型城市转型效率评价——以陕西省为例

Evaluation of Transformation Efficiency of Resource Based Cities Based on DEA Cross Efficiency Model——A Case Study of Shaanxi

构建资源型城市转型效率评价指标体系,以陕西省6个资源型城市为研究对象,应用数据包络分析(DEA)交叉效率评价模型对这6个资源型城市2009—2014年的经济转型效率做比较,并对影响经济转型效率的因素做回归分析。研究发现,陕西省资源型城市各年的效率值总体上来说处于中等有效水平,城市的转型效率有波动,但是其总体呈上升趋势;在陕西省资源型城市转型过程中,要加快第三产业的发展,突出发展现代服务业;环境因素已经成为城市转型的重要因素,现代资源型城市的总体发展,一方面要减少对资源、能源的依赖,另一方面要加大环境的治理与保护力度。

The paper constructs the evaluation index system for the transformation efficiency of resource-based cities, Using data envelopment analysis（DEA） cross-efficiency evaluation mo-del to compare the economic transformation efficiency of the six resource-based cities in ShaanXi from 2009 to 2014, and regression analysis is made on the factors that affect the efficiency of eco-nomictransformation.The study found that the efficiency values of the resource-based cities in Shaanxi province were moderately effectiveeach year, and the transformation efficiency of these cities were fluctuating, but the overall trend were increasing.In the transformationprocess of res- ource-based cities in Shaanxi province, We should accelerate the development of tertiary industry and highlight thedevelopment of modern service industry.Environmental factors have become an important factor in cities transformation, the overall development requirement of modern resource-based cities is to reduce the dependence on resources and energy, and on the other hand,we should strengthen the governance and protection of the environment.
