摘要 随着网络的普及和新媒体的迅速发展,频发突发的公共危机事件成为了网民表达情绪的噱头,造成了网络舆情呈现高发趋势。从政府、网媒和网民三个主体出发,研究新形势下公共危机中的网络舆情管理,政府如何转变管理模式,由"倒逼"变为"自觉"回应;网媒作为联系的纽带,如何实现自律和自我管理;网民作为解决网络舆情问题的主力军,如何理智"发声"。在摸索中实现政府、网媒和网民之间的协调发展,不断增强网络舆情管理的能力,规避其负面影响,维护社会秩序稳定,促进社会管理创新。 With the popularity of the Internet and the rapid development of new media, frequent public emergencies have becomeagimmick for Internet users to express their emotions, resulting in a high incidence of online public opinion.This article from the government, media and Internet users in three subjects of research network public opinion management under the new situation in publiccrisis, How to change the management mode of the government, from “forced” intoa “conscious” response; as the link between networkmedia, how to realize the self-discipline and self management; as the main force of the network users to solve public opinion, how toreason “sound” .To realize the coordinated development between the government, media and Internet users in the dark, continuously enhance the ability of network management of public opinion, to avoid the negative effects, maintain social stability, promote social management innovation.
