供给侧改革背景下平顺县产业扶贫研究

Study on Industrial Poverty Alleviation in Pingshun County under the Background of Supply-side Structural Reform

供给侧结构性改革作为我国经济新形势下调整产业结构、提升经济增长质量的重大举措,必然会影响到我国的产业扶贫开发工作。平顺县的产业扶贫是山西省乃至全国产业扶贫的范例,以平顺县产业扶贫为例,考察平顺县产业扶贫的现状与成效,分析供给侧结构性改革与产业扶贫之间的关系,并结合供给侧结构性改革的背景分析其产业扶贫中存在的农村市场发展不完善、农业科技研发推广体系不健全、农村创新创业发展滞后、人才短缺、农业结构不合理等问题,提出推进农业适度规模经营、推动农村创新创业、推进农村电子商务快速发展以及完善农村科研和农村市场的调整策略。

As an important measure to adjust the industrial structure and improve the quality of economic growth, the supply side structural reform will inevitably affect the poverty alleviation by industry under China＇s new economic situation. Pingshun county industrial poverty alleviation is a paradigm in Shanxi province and the national industrial poverty alleviation. This paper takes industrial poverty alleviation in Pingshun county as an example, the present situation and the effectiveness of poverty alleviation in Pingping county are investigated, analyzes the relationship between supply-side structural reform and industrial poverty alleviation. And combined with the background of the structural reform of the supply side, analyzes the development of the rural market is not perfect, the extension system of agricultural science and technology is not sound, the development of rural innovation and entrepreneurship is lagging behind, unreasonable structure and other issues, puts forward the adjustment strategy to promote the appropriate scale of agriculture management, promote rural innovation and entrepreneurship, accelerate the development of rural e-commerce,improve rural research and the rural market.
