勒索病毒事件的科技伦理隐忧与消解

On Countermeasures to the Ethical Problems in Science and Technology Based on "Extortion Virus Events"

2017年两次勒索病毒事件袭击全球,引发了社会各界对科技研发与应用的理性化思考:一方面试图从病毒本身技术出发来研讨对新技术进行制约;另一方面从根源上和广度上思考如何降低这一类似科技的社会风险。为此梳理这两次病毒事件破坏力及其呈现的科技伦理问题,剖析其主要的四种应对措施及效度缺陷,并以"区块链"充实技术本身治理的多样性与可能性。同时倡导人们秉持"科技伦理+N科技措施"的应对策略,在原有科技处理技术及措施上,一是要消解科技与人文分离的思想,二是科技伦理教育要终身制,三是落实科技发展要"好一点",科技伦理建设要"快一点"。

In 2017,extortion virus broke out all over the world twice,which aroused much rational thinking about the research and application of science and technology from all walks of life.On the one hand,the restrictive methods to new technology are discussed from the technology of the virus.On the other hand,the means for reducing the social risks from similar technology are considered in a comprehensive way.This paper combs the destructive consequence and the ethical issues of the two events,analyzes four main countermeasures and their validity defects,and enriches the diversity and possibility of the technology self-governance with the ＂block chain＂.At the same time,the coping strategy of ＂scientific and technological ethics＋N technological measures＂ is also advocated to eliminate the separation of science and technology from the humanities,to provide the lifelong education of science and technology ethics,to better the implementation of scientific and technological development,and to faster the construction of scientific and technological ethics.
