地方政府扶持信息产业发展的财政政策分析——以珠海为例

Financial Policy Analysis of Local Government about Supporting the Development of Information Industry— ——Taking Zhuhai as an Example

当前,全球正处在新科技革命和产业革命的交汇点上,而信息产业无疑是当前全球创新最活跃的领域,并且已经成为国内各地区重点发展的产业之一。随着各地方政府支持本地信息产业发展的一系列政策的出台,政府财政政策已经成为各地信息产业角力的关键因素。然而,较之于国内其他地区的信息产业的发展规模,珠海市的信息产业在区域竞争中明显优势不足,文章通过对珠海市信息产业的发展现状展开实地调查,总结其在发展中存在的问题,剖析了地方财政的扶持对本地信息产业发展的必要性,进而提出珠海市扶持信息产业发展的财政政策路径,以期为各地发展信息产业提供政策参考。

The world is at the intersection of the new technological revolution and the industrial revolution presently. At the same time,undoubtedly,the information industry is one of the most active areas of global innovation at present,and has become one of the key industries in various regions of China. With the introduction of a series of policies by local governments to support the development of their information industry,the fiscal policy of local government has become one of the key factors affecting the information industry.However,compared with the scale of development about the information industry in other regions of China,the information industry in Zhuhai lacks of obvious advantages in regional competition. Based on the field investigation regarding to the current situation of the information industry in Zhuhai,this paper summarizes exist problems in the process of its development and analyze the necessity of local financial support for the development of its own information industry. Besides,through further research,we propose the financial policy path of Zhuhai City to support the development of information industry,hoping to provide policy references for the development of information industry in various places.
