The Research on Platform Government in Region Innovation

文章试图根据平台经济的相关理论构建一个平台型政府的理论分析框架,从一定程度上讲,平台型政府的理念是从平台商业模式延伸而来的。平台模式的基础在于其巨大的网络外部效用,由于存在明显的演化特性,平台模式在不同的发展阶段网络外部效用的规模报酬是不同的,这引导我们思考在区域发展的过程中,政府是否也可以根据经济参与主体不同的网络外部性采取不同的支持政策。在互联网时代,创新的关键在于形成完善的创新生态系统,但维护创新生态健康有效发展的关键在于如何恰当发挥政府的平台作用。文章的核心观点为,政府在区域创新生态中并不仅仅是公共服务的提供者,更是创新生态的直接构建者和参与者,政府在区域创新生态系统发展的初级阶段、自吸引阶段以及拥挤阶段所发挥的平台作用是不同的。

This paper based on the related theory of platform economics to build a platform government theoretical analysis framework. From a certain extent,the concept of platform government come from platform business model,the basis of the platform model is that there is a huge network of external effects,due to the evolution features,platform model in different stages of development of the scale of the network of external utility payments are different,which lead us to think in the process of region development,whether the government can also adopt different measures according to the different network externalities of economic participation entities. In the Internet age,the most important for city innovation is to form perfect region ecological system,but the key to maintaining a healthy and effective ecological city innovation is how to appropriate government should play the role of the platform. The core idea of this essay is that the government in the ecological region innovation is not just a provider of public services,more important is the innovation of the ecological direct builders and participants,the role of government in the different stage of region innovation ecosystem is different.
