深化森林公安综合行政执法改革探讨

从21世纪初国家推进综合行政执法试点以来，林业综合行政执法改革也在不断地深入。在新时代，综合执法改革不断深化的新形势下，回顾以森林公安为主的林业综合行政执法改革多年探索和实践，并对这些探索和实践历程中的问题进行梳理，特别是对其中执法主体、执法范围、行政复议、执法人员和技术鉴定等从理论和认识上进行探讨和商榷，对进一步深化森林公安综合行政执法，完善林业行政执法体制具有重要意义。

Since the beginning of this century, the pilot of comprehensive administrative law enforcement has been promoted and the reform of comprehensive forestry administrative law enforcement has also been deepening. In the new era, under the new situation of continuous deepening of comprehensive law enforcement reform, reviewing the exploration and practice of comprehensive forestry administrative law enforcement reform with forest police as the dominant role for many years, sorting out the problems in the course of exploration and practice, discussing the subject of law enforcement, the scope of law enforcement, administrative reconsideration, law enforcement person- nel, and technical appraisal theoretically and cognitively are of great significance to further deepen the comprehen- sive administrative enforcement of forest police and improve the forestry administrative law enforcement system.
