《物权法》推进贵州省林权制度改革成效分析

Analysis on the Effectiveness of the Property Law in Promoting the Reform of Forest Tenure System in Guizhou Province

文章通过梳理《物权法》涉林内容，总结了《物权法》在推进贵州省林权制度改革中的作用及贵州省落实《物权法》涉林内容采取的举措，分析了《物权法》推进贵州省林权制度改革取得的成效，明晰产权工作基本完成，林权抵押贷款快速增长，企业（合作社）与农户利益联结经营模式得到推广，盘活了林下经济，加快了林业补助资金的兑现。指出了《物权法》推进林权制度改革过程中存在的问题，并提出相关政策建议。

By Combing the contents of the Property Law, this article summarized the role of the Property Law in promoting the reform of forest tenure system in GuiZhou Province and the measures taken by Guizhou Province to implement the content of the forest related in the property law. At the same time, It analyzed the effectiveness of the property law on the reform of the forest tenure system in Guizhou Province. The clear property right work was basically completed, the forest rights mortgage loan was growing rapidly, the enterprise （cooperative） and the farm- ers＇ interest connection management model had been popularized, the forest economy was revitalized, and the for- estry subsidy funds were cashed. It pointed out the problems in the process of reform and put forward relevant poli- cy suggestions as well.
