信息技术变革时期我国国民经济结构体系的矛盾与协调

The Contradiction and Coordination of China's National Economic Structure System during the Period of Information Technology Change

信息技术革命改变了社会经济的生产力体系、生产生活方式以及生产关系,对国民经济结构体系产生了根本性的影响,改变了国民经济有机体原有的技术基础,形成了新的信息产业部门,使国民经济发展步入了新时代。我国的具体国情和国民经济实际发展水平决定了我国国民经济有机体新的技术基础尚未形成,正处于从原有技术基础向新技术基础的转型过渡阶段。有机体在国民经济发展规律作用下发生中断,在现实运行中出现诸多矛盾,国民经济发展不平衡不充分,使国民经济发展进入"新常态"。因此,应该培育新的技术基础,使国民经济有机体内部各个环节之间、各个部门以及部类之间在新的技术基础上建立新的联系。这就需要在经济"新常态"下,贯彻"创新、协调、绿色、开放、共享"的发展理念,建设现代化经济体系,深化供给侧结构性改革,促进供需动态平衡,实现国民经济结构体系的平衡、充分、协调发展。

The information technology revolution has changed the socio--economic pro- ductivity system, production methods, lifestyle, and production relations, and has had a fundamental impact on the national economic structure system, changed the orig- inal technological foundation of the national economy organism. Because of the informa- tion technology revolution, new information industry sector has been created, and na- tional economic development has entered a new era. The specific national conditions and the actual development level of the national economy in our country determined that the new technological foundation of China＇s national economy organism has not yet been formed. It is during the transitional phase from the original technology foundation to the new technology foundation. The national economy＇s organism has been interrupted by the influence of the rules of national economic development, and many contradictions have appeared in operation. The national economy is uneven and not fully developed, and has entered the ＂new normal. ＂ Therefore, new technological foundations should be nurtured so that new links can be established among all parts, departments and minis tries within the national economic organism on the basis of new technologies. This re- quires us to implement the development concept of ＂innovation, coordination, green, openness, and sharing＂ under the ＂new normal＂ of the economy, to build a modern e conomic system, to deepen supply-side structural reform, to promote dynamic balance between supply and demand, and to achieve a balanced, full, and coordinated develop ment of the national economic structure system.
