Specialty culture industry:The only approach to the poverty eradication in the ethnic minority areas of western China

中国地理空间和历史原因是造成西部少数民族地区实现贫困状况的根本原因,而地区差异、发展不平衡等因素仍是造成西部少数民族地区贫困的直接原因。在推动脱贫的历史进程中,西部少数民族地区是中国脱贫攻坚工作的难点、焦点、关键点,突出表现为西部少数民族地区贫困人口占全国贫困人口总数比例最高、西部少数民族地区贫困面最广、贫困程度最深、脱贫难度最大。西部少数民族地区实现脱贫,一方面离不开国家政策的倾斜和外在的帮助,更需要自身的内在突破。大力发展特色文化产业,是西部打好脱贫攻坚战、实现精准扶贫目标的根本所在。西部少数民族地区是中国特色文化资源最为富集的地方。西部丰富而优质的特色文化资源,是做大做强中国特色文化产业的物质基础;西部众多的优秀特色文化传承人是发展中国特色文化产业的人才资本;而人类异文化消费需求,是西部特色文化产业走向东部、走向世界的市场条件。在脱贫的过程中,西部特色文化产业发展需要异军突起,需要其最大价值的充分发挥,在困境中突围,在突围中脱变,在脱变中重生。

The geographic space and historical context are the main causes of poverty in the ethnic minority areas of western China. Regional differences and unbalanced development are the direct cause of poverty in these areas. The focus and challenge in the process of poverty eradication find expression in the poverty eradication work there,for example,the highest percentage of poverty-stricken people; the most widespread poverty; the poorest conditions,and the most difficult poverty-eradication projects. The successful eradication work there relies on favorable national policies and external help as well as intrinsic breakthroughs. The successful development of the specialty culture industry is the key to the successful targeted poverty eradication in the ethnic minority areas of western China which boasts the richest cultural resources as the material basis of China＇s specialty culture industry. The large number of the inheritors of the fine specialty culture there is the human capital for the development of specialty culture industry,while the people＇s demand for exotic cultures is the market for such specialty culture industry to go to the east of China and the whole world. In the process of poverty eradication,the development of the specialty culture industry in western China needs the full play of its maximum value and makes breakthroughs in predicaments for a rejuvenation in the process of transformation.
