云南健康扶贫的现状分析、实施困境与路径完善

实施健康扶贫工程,啃下"因病致贫、因病返贫"硬骨头,对云南打赢脱贫攻坚战意义重大。深入推进云南健康扶贫,要坚持健康优先,切实把健康融入所有政策;实施"靶向治疗",提升健康扶贫的精准度和满意度;补齐贫困地区医疗卫生服务能力短板,让医疗卫生事业发展更加平衡和充分;强化政策衔接和产业培育,使健康扶贫的成效更加持久;要坚持预防为主、防治结合,完善贫困地区公共卫生体系;评估健康扶贫政策成效,深化扶贫领域调查研究,以问题为中心整合学科,把握好健康扶贫的方向、节奏和力度,在破解问题中提升边疆民族地区健康治理体系和治理能力现代化。

It is of great significance to win the fight against poverty by further implementing the health-based poverty-eradication projects and solving the problem of disease-induced poverty. At present,there are still some problems in the health-based poverty eradication work in Yunnan province,such as insufficient focus,inaccurate countermeasures,poor medical and public health services,and low satisfaction with medical improvement. It is necessary to integrate health into all policies,find the crux of imbalance in the development of medical and public health services,improve medical and public health services in poverty-stricken areas,pay attention to the relevant psychological,social and biological factors,and improve the quality of health and poverty eradication. It is also a must to examine the human,industrial and geographical factors in poverty-stricken areas,optimize the public health system,improve health education,and strengthen the cohesion policy and industrial support for more income and meanwhile effectively reduce the burden of medical treatment for the poor. It is also necessary to scientifically evaluate the implementation effect of health and poverty-eradication projects,carry out more relevant investigations and researches,and promote the construction of Healthy China with the targeted health-based poverty-eradication projects.
