创业公共服务体系的构建研究

新一届政府着力打造的"大众创业、万众创新"的新引擎,大力推进创业工作已成为党和政府提出的重大战略决策,引起了全社会的高度关注。然而强大的体制机制惯性、创业融资供给不足、创业平台建设落后、创业培训流于形式等问题严重制约了创业活动的脚步。针对创业领域的突出问题,需要不断增加公共产品和公共服务,逐步构建完善的创业公共服务体系,保证"大众创业、万众创新"新引擎的进程和效果。

＂Mass entrepreneurship and innovation＂has been regarded as a new engine fueling China＇s economic growth promoted by the new Central Government,while the policy of vigorously promoting entrepreneurship advocated by the Party and the Government has become a key strategic decision,which has received much concern from the entire society. However,such problems as the institutional inertia,poor new-venture financing,the slow construction of the entrepreneurial platform and the perfunctory entrepreneurship training have slowed down the steps of entrepreneurial activities. The solutions to these problems include more public products and services while a better entrepreneurial public service system is necessary to ensure the successful operation of＂mass entrepreneurship and innovation＂.
