共享经济视域下的共享单车治理创新

Innovation in Bike-Sharing Governance from the Perspective of Sharing Economy

共享经济的本质是借助于互联网技术,由平台公司参与并主导,使资源从低频使用转向高频使用。从这个意义上说,共享单车具备了共享经济的本质特征。由于单车企业、单车使用者和政府三方的核心利益诉求在共享单车运营过程中必然会发生冲突,因此,必须加强对共享单车的监管。共享单车治理的主要思路包括:通过设定"服务标准"兼顾政府双重目标;敦促单车企业改进押金制度;加快个人信用数据库的建设、开放和使用;先期进行正确的舆论引导。电子围栏技术有可能成为破解共享单车乱停放难题的技术手段,但这一技术的应用需要很多配套政策协同推进。

The essence of sharing economy is to realize the highly frequent use of resources with the participation and leadership of platform companies by means of Internet technology. In this sense,bike-sharing has the essential characteristics of sharing economy. Due to the inevitable conflicts of interests among bike companies,bike users and government,supervision over bike-sharing should be strengthened. Bike-sharing can be governed in the following ways: giving consideration to the dual goals of government by setting service standards; urging bike companies to improve deposit system; accelerating the construction,opening and use of personal credit database; conducting correct guidance of public opinion at the early stage. Electronic fence technology is expected to solve the problem of disorderly parking of shared bikes,but its application needs supporting policies.
