“双一流”背景下大学院系治理现代化探论:自组织理论的视角

On the Modernization of College Governance in the Context of“Double World-class”Construction:from the Perspective of Self-organization

大学院系治理是一流大学内部治理的重要组成部分。在推进国家治理现代化、加快"双一流"建设的背景下,基于自组织理论,厘清院系治理现代化的价值导向,针对组织使命模糊化、权力结构"圈层化"和政策规制"外生化"等现实困境进行归因分析,探讨院系组织自开放、自催化以及自创生的应然治理逻辑。立足激发院系"学术人"的自主性、能动性和认同性,"双一流"背景下的大学院系治理现代化应明确组织使命,强化院系战略管理;破除组织壁垒,促进学科交叉融合;完善组织制度,回归学术契约精神。

The governance of university systems is an important part of the internal governance of first-class universities. Under the background of advancing the modernization of national governance and speeding up the construction of ＂two-class＂, based on self-organization theory, it has clarified the value orientation of the modernization of the faculty and governance, focused on the obfuscation of the organizational mission, the ＂circulation＂ of the power structure, and the policy regulation. ＂Exogenous＂ and other realistic dilemmas are analyzed to illustrate the logic of the proper governance of self-opening, self-catalyzed, and self-created students. Based on the initiative, initiative, and recognition of the ＂academic people＂ in the faculty, the modernization of colleges under the background of ＂two-class＂ should clearly define the organization mission and strengthen the strategic management of departments and schools; break organizational barriers and promote interdisciplinary integration and return to academic contract spirit.
