公共图书馆行业全要素生产率研究——基于省域面板数据的DEA-Malmquist模型分析

Research on the Total Factor Productivity of the Public Library Industry in China——Analysis of DEA-malmquist Model Based on Provincial Panel Data

借助于DEA-Malmquist分析模型,利用2011—2016年省域面板数据,对我国公共图书馆全要素生产率进行实证研究,结果显示:我国公共图书馆全要素生产率逐年增长,主要得益于技术的明显进步;效率的持续下滑导致公共图书馆全要素生产率的增速逐渐放缓;公共图书馆全要素生产率呈现出明显的区域差异性,东部最优、中部较优、西部较差。这一结果反映出在当前我国公共图书馆行业中,技术的进步促进了全要素生产率的增长;效率的下降阻碍了全要素生产率的增长;东、中、西部全要素生产率的差异与国家财政政策不相匹配。其背后的政策意义是:要进一步发挥技术的优势,建立健全促进技术进步的政策体系;传统的由增加公共投入带动业务发展的"投入驱动模式"已逐渐变得与现实状况不相适应,必须转向"管理创新驱动模式";要建立财政投入绩效评价约束机制,推动财政文化管理方式变革。

Based on the DEA-malmquist model,this paper conducts an empirical study on the total factor productivity of public libraries in China by using the provincial panel data from 2011 to 2016. It is found that：the obvious progress of technology is the source of promoting the total factor productivity of public libraries to increase year by year;the continuous deterioration of efficiency led to a gradual slowdown in the growth rate of total factor productivity of public libraries;the total factor productivity of public libraries shows obvious regional differences,with the best in the east,the superior in the central and the poor in the west.This result reflects that in the current public library industry in China,technological progress has promoted the growth of total factor productivity,and the decline in efficiency has impeded the growth of total factor productivity,and the differences in total factor productivity among the eastern,central and western regions do not match the national fiscal policies.The policy significance behind this is to further give play to the advantages of technology,establish and improve a policy system that promotes technological progress;the traditional＂input driven model ＂that drives business development by increasing public investment has gradually become incompatible with the reality and must be turned to＂management innovation driven model＂;to establish a financial investment performance evaluation and restraint mechanism,promote financial cultural management reform.
