Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era:Focusing on Its Guidance on Legislative Work

党的十九大作出了中国特色社会主义进入新时代的重大政治论断,确立了习近平新时代中国特色社会主义思想的历史地位。新时代的立法工作要以习近平新时代中国特色社会主义思想为根本遵循,自觉用新思想武装立法者头脑。坚持用新思想指导立法工作,需要深刻理解立法工作在全面建设社会主义现代化国家中的战略定位,在全面推进依法治国中的重要地位;把握我国的立法性质,走中国特色社会主义立法道路;遵循正确的立法宗旨理念,将满足人民日益增长的美好生活需要作为立法的出发点和落脚点;保证立法质量,以良法促进发展、保障善治;做到重大改革于法有据,发挥立法的引领和推动作用;加强重点领域立法,完善以宪法为核心的中国特色社会主义法律体系;完善立法机制,发挥人大及其常委会在立法工作中的主导作用。

The report to the 19th CPC National Congress has arrived at the significant conclusion that the socialism with Chinese characteristics has entered a new era and established the historical position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The legislative work in the new era should strictly follow the guidance of this thought and arm the legislators with this new theory. To achieve this goal, it is necessary for us to thoroughly understand the strategic position of legislation in comprehensively building China into a modernized country and in promoting its rule of law. We also have to grasp the nature of legislation in our country and take the path leading to socialism with Chinese characteristics; to follow a right legislative purpose and take it as the starting point and foothold to meet people＇s ever-growing needs for a better life; to guarantee the legislative quality and produce good law to promote the development and ensure good governance; to make sure major reforms are conducted on a firm legal basis and bring into full play the guiding and enhancing role of legislation; to strengthen the legislative work in the key sectors and perfect the socialist legal system centering around the Constitution with Chinese characteristics; and to improve the legislative mechanism and enable the People＇s Congress and its Standing Committee to fully play their leading role in legislative work.
