摘要
2015年农村"三块地"改革试点启动以来,农村集体经营性建设用地入市改革取得积极进展,交易规则及制度体系初步建立。但现阶段改革离"建立城乡统一的建设用地市场"这一目标还有很大距离,主要存在与城镇化战略衔接不足、改革举措难以全面推开、与关联改革配套性不够等问题。以上问题只能依靠深化改革的市场化程度来破解,需要在调整规划管理体制、探索市场化机制、深度打通"三块地"改革上有所突破。
Since the beginning of the pilot reform of "three pieces of land" in rural areas in 2015,positive progress has been made in the reform of rural collective commercial construction land,the trading rules and institutional system have been preliminarily established. But at this stage the reform still has a long way to the goal of "to establish a unified urban and rural construction land market",there are some problems,such as the lack of strategic connection with urbanization,the difficulty of the reform measures,and the insufficient compatibility of related reforms. The above problems can only be solved by deepening the marketization degree of reform,in particular,we will make breakthroughs in adjusting the planning management system,exploring market-based mechanisms,and opening up "three pieces of land"reforms.
