公共法律服务视角下法律援助群团联席运行实证研究——基于山西省试点地区的调研

The Study on Trial of Legal Aid Coordination Committee from the Perspective of Public Legal Services——Based on Survey in Pilot Area of Shanxi province

加强法律援助工作是提升和推进公共法律服务的重要内容。作为提供法律援助服务的主要部门,法律援助中心与工青妇老残群团组织联合运作,工青妇老残等社会组织发挥其在一线服务弱势群体的优势,将潜在的法律援助受援人群体,与法律援助部门直接连接,让受援人少跑路,并能真正体会到法律援助服务的公平公正。通过调研,笔者从联席成员之间是否具有协同基础、联席的有效性检验、法律援助质量、法律援助服务提供者与接受者的满意度、法律援助服务中性别差异化检验、联席成员行为模式变化等角度展开实证分析,以期对法律援助群团联席制度的发展有所裨益。

The reinforcement of the legal aid is an important task to promote and boost the public legal services. The legal aid center as the main department to provide the legal aid services, carry out its legal aid services in corporation with the trade union, the youth federation, the women association, the senior citizens＇ committee, the disabled persons’ federation as well as the other social organizations, which will give full play to the advantages to serve the vulnerable groups. The potential legal aid recipient groups are kept in touch directly with the legal aid organizations to upgrade the effectiveness of legal aid services and actually demonstrate the justice and equality of legal aid services. Through the investigation and survey, the author makes a series of empirical analysis on the coordination between the coordination committee members, the validity check of the coordination committee, the quality of legal aids, the satisfaction degree of the legal aid between the service suppliers and the receivers, the gender differentiation test in legal aid services and changes of behavior patterns among the members so as to benefit the development of the legal aid coordination committee system.
