安徽省各地区现代服务业投资环境评价

Evaluation of the Investment Environment of Modern Service Industry in the Areas of Anhui Province

现代服务业的发展水平是衡量一个国家或地区发达程度的重要标志,投资环境是影响现代服务业发展的重要因素。安徽省作为中部快速崛起的省份,内部各地区的经济发展水平和现代服务业的发展极不平衡。本研究通过建立投资环境评价指标体系并采用因子分析法、聚类分析法对安徽省内部各地区现代服务业投资环境进行综合评价。研究结果表明:合肥、芜湖、铜陵、马鞍山等地区现代服务业投资环境较好,尤其是综合得分第一的合肥,科技创新具有比较优势;蚌埠、淮南、淮北、滁州、安庆为第三梯队,淮南、淮北为资源型城市,经济结构单一、脆弱,但在基础设施建设方面存有一定优势;其他地区现代服务业投资环境相对较弱,如宿州、六安、亳州、阜阳,这些地区农业比重较大、农业生产方式落后、基础设施建设跟不上、经济发展水平整体较低,现代服务业发展缺少基础。文章最后根据各地的实际情况提出了优化各地区现代服务业投资环境的建议,希望能够为地方相关部门的决策提供参考。

The level of development of modern service industry- is an important symbol of a country- or region＇ s development level. The investment environment is an important factor affecting the development of modern service industry in Anhui prov- ince. As lhe central parl of the underdeveloped province, lhe area of modern service induslry development is very uneven. This paper analyzed the regional investment environment development of modern service industry in Anhui province through establishing the evaluation index system and using the factor analysis and the clustering analysis, the results indicated that the modern service industry- investment environment in Hefei, Wuhu,Tongling, Ma＇ anshan and other areas is good, especial- ly in Hefei,which gets the first comprehensive score and whose technology- innovation has a comparative advantage; Bengbu, Huainan, Huaibei, Chuzhou and Anqing belongs to the third echelon. Huainan and Huaibei are resource-based cities. Their economic structure is single and fragile, but they have certain advantages in ilffrastructure construction. The modern service industry investment environment is relatively weak in other areas, such as Suzhou, Lu＇ an, Bozhou,Fuyang. The proportion of agriculture in these regions is large and the mode of agricultural production is backward and infrastructure construction lag- ging behind. At the same time, the overall level of economic development is low and the development of modern service in- dustry- is lack of basis. Finally, according to the actual situation, the paper put forward the optimization of the investment en- vironment of modern service industry in various regions ,hoping to provide a reference for the relevant departments of local decisions.
