财政分权对教育配置效率的影响——以安徽省为例

The Effect of Fiscal Decentralization on the Efficiency of Educational Allocation: A Case Study of Different Cities in Anhui Province

用DEA-Malmquist指数分析和组合指标的信息损失最小准则,对2000-2015年安徽省16地市的教育配置效率指标与财政分权指标进行测算,选取固定效应模型实证研究财政分权对教育配置效率的直接影响,发现财政分权对安徽省16地市的教育配置效率有显著的正效应,适度的财政分权有利于提高基础教育配置效率,同时实际利用外商直接投资对教育配置效率有显著的负影响。但是作为选入的另外两个控制变量:人口密度和人均GDP,二者对基础教育配置效率并无显著影响。

Under the provincial level the few studies have examined the impact of the fiscal decentralization on the efficiency of educational allocation. Therefore, this paper uses DEA-Malmquist index analysis and the minimum criterion of information loss of the composite indicators, it respectively estimates the educational allocation efficiency index and fiscal decentralization index of 16 cities in Anhui Province from the year of 2000 to 2015, the fixed effect model is chosen to conduct the empirical study on the direct impact of fiscal decentralization on the efficiency of educational allocation. The paper finds that the fiscal decentralization has a significant positive effect on the educational allocation efficiency of 16 cities in Anhui Province, and the appropriate fiscal decentralization is useful to improving the efficiency of basic education allocation. At the same time the actual use of foreign direct investment is of a significant negative impact on the efficiency of educational allocation, but the other two control variables： the population density and per GDP, have no significant impact on the education allocation efficiency.
