黑龙江省卫星应用产业现状与发展

The Current Situation and Development of Satellite Application Industry in Heilongjiang

《黑龙江省卫星应用产业中长期发展规划(2013—2020年)》实施已近5年。黑龙江省卫星应用在技术、成果以及产业领域都有了较大的提升,为本省卫星行业重点工程实施、战略新兴产业重点领域突破创造了有利条件。然而,在产业聚集效应、行业快速发展、全省资源统筹及国家政策充分利用方面,仍有进一步的发展空间。本文以优化黑龙江省卫星应用产业发展为突破口,开展全省卫星导航、卫星遥感及卫星通信应用现状与产业发展情况的分析,剖析了卫星应用产业发展面临的主要问题,提出了具体的推进建议。

＂Medium and Long-term Development of Satellite Application Industry Planning in Heilongjiang Province（ 2013—2020） ＂has been implemented for nearly five years. Great improvements in satellite application can be witnessed in areas such as technology,achievement and industrial field,which have created advantageous conditions for the breakthrough of key projects implementation as well as key areas of strategic emerging industries. Nevertheless,there is potential for further development in industrial agglomeration effect,rapid industry development,provincial resource co-ordination and sufficient utilization of national policies. With optimization of satellite application industry development in Heilongjiang Province as a breakthrough,this paper explores the province＇s satellite navigation,satellite remote sensing,satellite communications application status as well as industry development and analyses the main problems that satellite application industry faces. In addition,it proposes specific recommendations for its promotion from perspectives of practitioners in mapping geographic information industry.
