摘要
划定城镇开发边界是目前我国推进空间规划体系改革和城市总体规划改革的重要内容。对于如何确定城镇开发边界的规模和空间布局,目前国内尚未有明确的方法和标准。惠州市按照刚性控制和弹性引导的思路,遵循保障城镇功能完整、促进城镇紧凑集约布局和土地节约高效利用的原则,综合运用耦合神经网络与元胞自动机两种方法,通过定总量、定边界、定形态的方式划定城镇开发边界,为相关实践提供了又一种借鉴。
Urban development boundary delimitation is an important part of spatial planning system and urban master plan reform. There is yet no agreed method and standard for the determination of urban development boundary scale and layout. With rigid and flexible combined concept, Huizhou follows town function integrity, compact urban layout, and efficient land use principles, uses coupled neural network and cel ular automation methods, delimits urban development boundary by general scale, line, and form determination, and provides a reference for other cities.
