摘要
当前,我国经济发展较快地区以留用地安置的方式解决被征地村民的生产生活问题,虽然该方式起到了积极的作用,但是仍存在开发建设不理想的情况。基于此,文章通过梳理广州市番禺区留用地台账,判断其权属性质、选址、开发用途、用地条件(强度与规模)和经营模式五个要素的特征,结合政府、被征地村集体和项目开发企业等利益主体在留用地安置过程中的利益诉求,针对留用地安置的开发阶段提出由一个信息数据库、一份产业指南、一套开发模式和一套管理机制构成的产业发展指引服务平台,以实现多方共赢。
Retained land has been a compensation for farmers whose land were taken for development in developed regions. It is a positive approach but has weakness in construction. The paper reorganizes the ledger of retained land in Panyu district of Guangzhou, and analyzes their property right, location, lad use, scale and intensity, and management model. Considering the appeals of government, village collective organization, companies in retained land arrangement, the paper proposes an industrial development guidance platform made up of an information database, a guidebook, a development model, and a management mechanism, in order to achieve all win result.
