摘要
为进一步规范业主方的工程建设管理行为,有效预防和遏制转包、分包、围标、串标、挂靠、中标后卖(买)标等行为,营造健康的建设环境,根据国家现行建筑领域招投标、合同管理、建设管理的有关法律法规,结合多年工作实践,对建设业主在项目前期招标、合同条款、现场管理、竣工结算、监督管理等五大环节易出现的管理不足进行了浅析,并针对性地提出相关预防措施。
To further regulate the owner's engineering construction management behavior, effectively prevent and curb subcontracting, outsourcing, circumscribing, stringing, affiliating, selling(buying) bid after bidding, and create a healthy construction environment, this paper, according to the state's current laws and regulations on bidding, contract management, construction management in the construction industry, and combined with years' of work practices, analyzes the management deficiencies easily occur in the major five links of the early bidding stage, contract terms, site management, completion settlement as well as supervision and management, with related preventive measures proposed.
