中国铁路行业标准英译及走出去若干问题的深层思考

Deep thoughts of some issues on English translation and going out of China railway industry standards

首先,阐明了中国铁路行业标准英译问题的由来。其次,从标准英译的主要问题入手,探讨了标准英译中亚技术词汇的翻译问题,并根据现行标准规范翻译中的一些实例进行了分析。再后,详尽阐述了标准英译中技术词汇的翻译问题,包括:铁路术语、中国铁路术语、中外铁路标准术语解析比较、国外术语借用等问题;在进行中外铁路标准术语的解析比较中,按五种情况分别进行了深入解析。接着,提出了标准英译及"走出去"问题的四点具体对策与建议,即:学习研究国外铁路规范,特别是UIC、EU、IEEE等规范及术语,为我所用;建设标准化英汉(汉英)双语语料库,构建标准化智能云翻译平台,培养国际标准化技术专家;抓紧推进标准英译,参与国际标准化组织工作,尽快将中国标准转化为国际标准;以标准英译为抓手,宣传推广中国标准,在国际项目中采用中国标准。

Firstly, the article explains the background and cause on the English translation of China railway industry standards. Then, discusses some existing issues on the English translation of some sub-technical terms in railway standards, and makes some analysis based on examples from the English translation of currently prevailing railway standards. And then, elaborates issues of some technical terms in the English translation of the railway standards, including railway terms, China railway terms, parsing and comparison of Sino-foreign railway terms in the railway standards, foreign borrowed terms in Chinese, etc. In the parsing and comparison of Sino-foreign terms from railway standards, further discussion is made as per 5 cases. Next, puts forward 4 specific countermeasures and recommendations on the English translation of railway standards as well as going out, i.e. studying foreign railway codes, especially codes and terms by UIC, EU, IEEE, etc. for our own purpose; building bilingual corpus of English-Chinese(vice verse) railway standards and intelligent cloud translation platform, fostering technical experts of international standardization; accelerating the English translation of railway standards, actively participating in tasks of ISO, transferring ASAP China standards into international standards; with the English translation of railway standards as the pointcut, promoting China standards in the world and applying China standards in international projects.
