国外云环境下学术信息资源安全体制变革及启示

Reform and Enlightenment of Foreign Academic Information Resources Security System in Cloud Computing Environment

【目的/意义】参考国外针对云计算环境的学术信息资源安全体制变革实践,提出我国开展云环境下学术信息资源安全体制创新的建议。【方法/过程】以美国、欧盟、日本三个发达国家或地区作为对象,全面调研了其安全体制变革实践,并在梳理其共性做法的基础上分析了对我国安全体制创新的启示。【结果/结论】参考国外实践,我国在学术信息资源安全体制创新中应加强针对云计算环境的政策法规和安全标准建设,重视云计算平台的安全认证,进行面向学术信息资源的云计算服务组织,设立面向国家学术信息资源安全的顶层监管机构。

【Purpose/significance】Taking the system reform practice of other countries for reference,this paper puts forward suggestions for developing our country＇s academic information resources security system in cloud computing environment.【Method/process】Selecting America, EU and Japan as research objects, this paper investigates their security system reform practice comprehensively, and analyzes the enlightenments for our country＇s system innovation based on summarizing their common practice.【Result/conclusion】In the academic information resources security system innovation, our country should improve the related laws and standards system for the cloud computing environment, put a high value on cloud service credible certification, organize cloud services for academic information resources, and establish top-level government regulator for national academic information resources security.
