北欧国家幼儿教育和保育政策话语的新变迁 被引量:11

The Transformation of Policy Discourses in Early Childhood Education and Care in the Nordic Countries

摘要 通过对北欧五国幼儿教育和保育的最新政策话语进行文献调查和文本分析,发现北欧国家幼儿教育和保育政策话语的最新变化包括:幼儿教育和保育的定位从作为民主实践场转变为社会投资品、教育内容从重视保育和游戏到关注终身学习、教育评估更重视对质量的监管与评估。虽然北欧幼儿教育和保育政策所根植的历史传统仍旧强大,但教育全球化的冲击促使北欧的幼儿教育和保育在与强调"入学准备"的英美政策话语的冲突与妥协中走向融合。 This ai'ticle analyzed the latest development of early childhood education and care (ECEC) policy discourses in five Nordic countries. It further identified the shaping forces from the international and domestic trends, including neo-liberalism, managerialism, transnational education assessments and research evidences from neuroscience and economics. The policy discourses have changed the educational aims from a democracy arena to a social investment; educational contents from focusing on care and play to lifelong learning; and quality monitoring and assessment has been discussed as well. Lastly, this article concluded that the Nordic ECEC policy discourses have been firmly embedded in Scandinavian traditions. Even though the hegemonic globalization of education has spread out, Nordic ECEC policy discourses might come into some kind of combination with the "school readiness" discourse under conflicts and compromises in the future.
