基于Logistic的城郊宅基地流转意愿分析

随着社会发展和城市化进程的推进,宅基地流转问题已经成为管理者和普通民众不得不面临的问题之一,流转所产生的产权纠纷逐年增加。宅基地已经逐步从单一的基本居住性保障资源变为农户在生产生活中的重要可利用资产。通过对城郊农户宅基地流转意愿进行分析,了解农户对宅基地流转过程中的影响因素,为集约利用农村土地、盘活存量土地,也为宅基地改革制度的实施提供理论依据。选取新疆昌吉市4个村农户作为样本,利用SPSS17.0软件,采取二元Logistic模型对影响农户流转行为因素进行回归分析。研究得出,农户流转行为主要受教育程度、出售宅基地改善生活、捐献部分收益改善基础设施建设、村集体宅基地流转批准方式和是否有公示等因素的影响。最后提出健全和完善法制环境,保护农户合法权益,规范宅基地流转市场,保障农户生活水平持续向前发展,积极探索因地制宜的流转形式是发展的客观要求。

Residential land problem has become one of the problems of managers and the ordinary people have to face with the social development and the advancement of urbanization, and the disputes increases year by year. The homestead has gradually from a single basic living security resources to important available assets of farmers in the production and living. Through the analysis of the suburban homestead circulation with farmers willingness on the homestead and influence factors in the process for the intensive and economical use of rural land and revitalize the stock of land, revitalized the stock of land, but also provided a theoretical basis for the implementation of the homestead system reform. Four village farmers in Changji of Xingjiang sample, farmers land circulation behavior influence factors were analyzed. By using SPSS software, take the binary Logistic model regression analysis on the factors affecting the circulation of farmers. The study shows that the circulation behavior of farmers is influenced by education level, selling the homestead to improve their lives,donating partial earnings to improve the basic facilities construction, the circulation approval modes of village collective homestead and whether it is public or not. Finally puts forward improving the legal environment,protecting farmers＇ legal rights, adjusting the circulation market of homestead, guaranteeing farmers＇ living standard can get a sustainable development, and exploring the circulation modes adapted to local conditions zealously.
