随着我国特色社会主义进入新时代,人民对高质量公共安全产品的供给需求越来越高,人民的获得感、幸福感和安全感成为一切工作追求的目标。面对新时代、新任务,公共安全与应急管理体系必须转型和调整,从应急管理逐步走向风险治理、从危机事件应急转向安全风险的防控,确保公共安全风险处于可控状态。当前,可基于系统脆弱性理论框架剖析公共危机事件生成的机理,探讨公共安全风险源头治理的路径选择和策略,确保从源头上消除危机事件产生的风险和隐患,杜绝重大危机事件的发生,实现安全发展的目标。

As the socialism with Chinese characteristics entering a new era, people＇s demand for high-quality public security products is increasing, and the people＇s sense of gain, happiness and security have become the goals of all work. Faced with a new era and new tasks, the public security and emergency management system must be transformed and adjusted, gradually moving from emergency management to risk management, from emergency response to prevention and control of security risk, and ensuring that the public security risks are under control. At present, the mechanism of public crisis events generation can be analyzed based on the framework of system vulnerability theory, with which the path selection and strategy of public security risk source governance can be explored to ensure that the risks and hidden dangers arising from crisis events be eliminated from the source, in order to completely eradicate the occurrence of major crisis events and achieve the goal of safety development.
