论党内法规制度体系化视角下的党内立规协调

On Intra-Party Legislative Coordination in the Perspective of Systematization of Party Regulation

党内法规制度体系化要求党内立规的协调。党内立规协调是指党内立规的结果——党内法规,应当在保持自身内容得当一致及其与已有党内法规体系相融合基础上,满足党内治理制度和规则需要的同时,与国家立法和党治国理政需要相匹配,实现内部和外部的双重协调。党内立规协调包括内部协调和外部协调两个层面。党内立规协调的实现需要借助相应的协调机制。党内立规协调机制体系的构成主要规定在《中国共产党党内法规制定条例》之中,它涵盖了党内立规的准备、确立和完善各个阶段。党内法规制度体系化的实质推进离不开协调机制的有效作用,而加强起草和评估这两个环节的协调尤为重要。

The systematization of Party＇s rules and regulations requires the coordination within the party. The Party legislative coordination means that the Party regulation as the result of Party legislation should keep proper content and be consistent with the existing Party regulation system, meet the demand of the institutions and rules about Party governance, comply with the need of state legislation, and achieve internal and external dual coordination. The realization of Party legislative coordination should turn to appropriate mechanisms, whihc is mainly stipulated in the Party Regulation By-law of CPC, covering the preparation, establishment, and improvement of the Party＇s internal rules. The promotion of the systematization of Party regulation can＇t leave out the effective role of the coordination mechanism, of which it is particularly important to strengthen the coordination of drafting and evaluation these two steps.
