城市不同形态的制度性成本处于不同程度的"压力膨胀状态"。对制度性成本的认识不足、治理方式表面化、治理视角缺乏整体性、治理动机存在功利化倾向等,影响着城市治理绩效。有效降低城市制度性成本,不仅是推进供给侧结构改革、实现"降成本"目标的重要任务,也是当下提升我国城市治理质量、优化营商环境,提升社会公众"获得感""幸福感"的重要任务。探究制度性成本畸高难题,亟须回归制度层面,关注制度设计、权力行使、政府责任等深层次问题,重点审视和税收、产权以及住房等相关的政策制度。

The institutional costs of different forms in cities are under different-level pressure inflation. The performance of urban governance has been affected by the lack of understanding of institutional costs, the superficial governance methods, the lack of holistic governance perspectives, and the utilitarian tendencies of governance motives. To effectively reduce urban institutional costs is not only an important task in advancing supply-side structural reforms and realizing the goal of cost reduction, but also an essential task in improving the quality of urban governance, optimizing the business environment, and improving the sense of happiness and well-being of the public in China. The paper points out that to explore the problem of high institutional costs requires a return to the institutional level to focus on deep-level issues such as system design, power exercise and government responsibilities, which attaches a great importance to examining the policies and systems related to taxation, property rights, and housing.
