完善外贸综合服务企业治理 优化新旧动能转换营商环境——以山东一达通企业服务有限公司为例

Improving Enterprise Management of Foreign Trade Integrated Service and Optimizing Business Environment of New and Old Drivers: The Case of Yidatong Enterprise

近年来,外贸综合服务企业异军突起,成为引领地方外贸经济发展的新经济业态,并对包含税收征管在内的综合治理能力提出了挑战。本文根据山东一达通企业服务有限公司在济南市运行两年来情况的调研,对该公司在推动新旧动能转换起到的作用、自身和行政监管存在的问题进行了深入分析,提出了坚持规范监管与引导扶持有机结合、企业自身监管与行政部门监管紧密配合、推行外贸生态圈与行政监管圈的融合等改进思路,以构建促进外贸新业态发展综合共治的"放管服"良好发展环境。

In recent years, foreign trade integrated service enterprises emerge and become a new economic form leading the foreign trade economic development of local governments. This brings challenges to comprehensive governance capability with tax collection and administration ability included. Based on the research on business operation of Shandong Yidatong Enterprises Service Co., LTD in Jinan over the past two years, this paper carded on a thorough analysis on this company, including its role in promoting the transition of the old and new kinetic energy, and its existing problems of administrative supervision. Then this paper put forward relevant suggestions on building a sound environment of encouraging new forms of foreign trade businesses, including the organic combination of standard regulation and guidance and support, the close cooperation between enterprise＇s departments of supervision and administration, and the integration of foreign trade ecosphere and administrative supervision circle.
