文物保护的奖励标准研究

Research on the reward standards for the protection of cultural relics

针对目前我国因法律等相关规定对上交文物给予奖励做出的笼统性规定导致大量出土文物被贩卖出国的现实情况,为避免文物流失,制定合理的奖励标准十分有必要.在我国文物奖励无全国明确标准的背景下,通过构建评分标准,利用加权平均方法计算文物得分值,在基础项分与主观项分相加后,按照确定的奖励级别寻找应该进行奖励的数额,从而最终得到所要的结果.通过这个标准的研究为日后制定全国统一的奖励标准提供借鉴.

In view of the related regulations such as laws which are set up vague in awards after handing in cultural relics in China, a lot of cultural relics are sold abroad at present. In order to avoid the loss of the cultural relics, it is very necessary for us to formulate the reasonable reward standard. With the background of no clear standard for the cultural relics reward in China, through the construction of scoring standard, using weighted average method to calculate the value of cultural relics score, we combine the basis points and the subjective points, find the amount of reward according to the determined reward level and then get the final results. The research on the standard would provide reference for the future development of national unified standard.
