西南民族地区生态移民的社区规划、服务与治理

Community Planning,Service and Governance for the Poverty Alleviation of Ecological Migration in Southwest China Ethnic Minority Region

新时期,党和国家再次明确了在2020年全面建成小康社会、坚决打赢脱贫攻坚战的紧迫任务。当前西南民族地区的生态移民工程,一方面要求政府站在生态文明建设的高度来规划生态移民;另一方面扶贫攻坚战暨全面消灭贫困增加了生态移民工作的紧迫性。基于贵州省的调研,提出了促进生态移民工程的可持续性,需要在政府的主导下实现生态移民社区的科学规划、有效的服务供给以及社会治理多元协同的制度建设。

The Party and the state have once again clarified the urgent task of building a moderately prosperous society in all respects in 2020 and resolutely winning a fight against poverty.On the one hand,we need the government to plan ecological migration in the height of ecological civilization construction.On the other hand,poverty alleviation and eradication of poverty increase the urgency of ecological migration.To promote the sustainability of eco migration projects,we need to realize the scientific planning,effective service supply and system construction of synergy participation in social governance under the guidance of the government.
