摘要
高等学校人才培养绩效评估是高等学校绩效评估的主要组成部分。开展高校人才培养绩效评估不仅可以为推进高校办学特色的科学定位、政府合理配置教育资源、加强高校资源的有效整合等提供科学依据,也有助于促进高校自我评价与自我反思。高校人才培养绩效评估的关键是人才培养质量观念的转变;核心是对人才培养质量过程进行科学研判;要实现的自身功能是服务于高等教育改革与发展;建立长效管理激励策略是实现绩效评估效果的深化保障。高等学校人才培养绩效评估具有多元性、实效性、科学性、创新性和法治性等特征。
The performance evaluation of talent cultivation is a major component of the performance evaluations of colleges and universities. It does not only provide scientific basis for improving the scientific orientation of school-running characteristics, rationally allocating educational resources and strengthening the effective integration of school resources, but also contribute to the self-evaluation and self-reflection of colleges and universities. The key to the performance evaluation of talent cultivation in colleges and universities is the change of quality concept of talent cultivation. Its core is to make a scientific judgment on the quality and process of talent cultivation. Its function is to fulfill its duty to provide service to the reform and development of higher education. Its guarantee to achieve performance evaluation effect is to establish a long term management incentive strategy. The performance evaluation of talent cultivation are characterized by diversity, effectiveness, seientificness, innovativeness and legality.
