铁路“走出去”项目的信用保证结构及风险防范研究

Research on Credit Guarantee Structure and Risk Prevention Mechanism of China's Railway 'Going Out' Project

实施铁路"走出去"战略是我国面向21世纪全面建设小康社会、保持经济可持续发展的重要国家战略,是党中央、国务院统筹考虑国际、国内两个大局,综合运用国际、国内两种资源提出的重大举措。当前,金融风险已成为制约我国铁路"走出去"的重要因素之一,亟需得到重视和解决。基于我国铁路"走出去"的发展实践,分析不同类型市场中铁路"走出去"项目所面临的金融风险,并进行信用结构设计,最后提出相应的风险防范措施。

The implementation of the railway ＇Going Out＇ strategy has been taken as an important national strategy to build moderately prosperous society and maintain sustainable economic development for the 21 st century in China. It is also a major measure considering two overall situations and resources of international and domestic. At present, the financial risk has become one of the important factors blocking the process of China＇s railway ＇Going Out＇ strategy, which needs to be paid attention to and solved. Based on the development and practice of China＇s railway ＇Going Out＇ strategy, this paper studies financial risks and credit guarantee structures in different market environments, and finally puts forward some countermeasures against financial risk.
